Mr. Abe, who lost his house and had his father killed during the tsunami that stroke the northeastern coast of Japan in 2011, owned a boat and worked independently before the tsunami. Due to a shortage of fishing boats in the small fishing community, Mr. Abe donated his boat to a local cooperative where the few remaining boats spared by the tsunami are shared by all.
